Meet Savant
Savant Moore is a proud Army veteran, former Ranger, husband, father, entrepreneur, graduate of Howard University, minister, and current Houston ISD Trustee representing District 2. Born and raised in Northeast Houston, he is a product of public schools, a community servant molded by faith, and a financial reformer shaped by lived experience—not politics.
Savant knows what it’s like to struggle with late fees, predatory billing systems, and government red tape. He has watched hardworking Texans lose thousands of dollars not because they refused to pay—but because the process was designed to make them fail. That’s why he’s running for Texas Comptroller: to make government work for people, not against them.
As a trustee, Savant helped secure over $20 million in funding to bring magnet programs and resources to historically neglected schools—without raising taxes. As a small business owner, he has stretched every dollar to meet payroll, buy equipment, and survive economic shifts. As a father, he wants his children—and all Texas children—to inherit a state that rewards honesty, hard work, and responsibility.
Savant believes a smart Comptroller doesn’t just collect money—they protect money. He will modernize the way Texas tracks spending, stop hidden fees from draining families and small businesses, and bring full transparency to how every tax dollar is used.

Too many Texans lose money to late fees, confusing deadlines, and government penalties that hit working people the hardest. As Comptroller, I will make the system clear and fair. I will push for grace periods, simple language in notices, and automatic reminders before penalties are charged. Government should correct you before it fines you.

Texans deserve to know where their money goes. I will create an easy public dashboard that tracks state spending in plain English. No buried reports. No political spin. If your money is being spent, you should be able to see it, search it, and question it.

Small business owners deal with more paperwork than profits. I will streamline licensing, reduce duplicate reporting across agencies, and create a Comptroller Help Desk that gives real answers instead of sending people in circles. If you are trying to build something in Texas, government should not be your biggest obstacle.

Texas cannot afford reckless shortcuts or political budgeting games. I will prioritize long term planning instead of one time patches. That means watching surplus funds closely, making smarter investments, and protecting public dollars like they came out of my own pocket. Because they do.

Too many rural communities feel forgotten until election season. They pay the same taxes as the rest of the state, but often get slower internet, weaker infrastructure, and fewer government services in return. As Comptroller, I will push for fair distribution of state resources so that rural Texans do not have to beg for what they already paid for. That means better broadband access, faster response on disaster relief, and priority funding for roads, clinics, and farms. Texas cannot claim to value agriculture and small town life while leaving rural families behind. I will make sure every community, large or small, is seen in the state budget.
